Harward Street Pump Station & Sewer Interceptor Upgrade Project – Community Update June 2026

Work Completed Last Month

Construction activity continued to progress steadily throughout May on the Harward Street Pump Station & Sewer Interceptor Upgrade Project. Major interceptor work between Washington Street and Winship Street was completed, including installation of sewer structures through SMH 126. Testing and inspection activities, including CCTV inspections and vacuum testing, were also completed on newly installed sections.

Blasting and ledge removal operations associated with the cross-country sewer installation have now been completed. Crews also installed a temporary access road between Barque Street and Winship Street to maintain emergency access during construction activities in the area. Temporary traffic control measures and the Winship Street closure were implemented as planned. Additional work included continued dewatering operations as needed based on field conditions, sewer service tie-in work near Winship Green, and preparation for upcoming pump station construction activities. The contractor also assembled and prepared a slide rail support system for upcoming deep excavation work.

What’s Next

Over the next several weeks, construction crews will continue sewer interceptor installation upstream of SMH 126, focused on the Winship Street area and the short cross-street sewer connection to Park Street. Additional bypass pumping coordination will occur as crews transition into these next phases of work to maintain uninterrupted sewer service throughout construction.

Crews are also planning additional test pits within the Winship Street and Park Street areas to support upcoming utility coordination and confirm existing underground conditions ahead of excavation. Continued coordination with the Bath Water District will remain ongoing, particularly regarding an existing water main within the project area. There will be a planned water service outage for some customers around Winship Street, scheduled for June 1, 2026.

At the pump station site, the contractor is preparing to begin flood wall construction in early June. Excavation around the existing pump station foundation was completed during the last week of May in advance of flood wall mobilization. Coordination of electrical room layouts, pump station equipment, and remaining shop drawings will also continue as the project team advances toward major structural and mechanical construction activities later this summer.

Traffic & Neighborhood Impacts

Residents may continue to notice construction activity in work areas, including heavy equipment and trucking. Traffic impacts are expected to remain localized, with short-term disruptions possible as work progresses between different areas.

Winship Street remains closed to through traffic while sewer installation progresses in the area. The temporary access road between Barque Street and Winship Street remains open for emergency access and local circulation. Current expectations are that Winship Street will reopen within the next month as work advances toward Park Street.

As construction progresses into new areas, additional temporary traffic control measures and localized detours may be required. The project team will continue coordinating directly with affected residents regarding driveway access, landscaping restoration, and other property-specific concerns.

Looking Ahead

Crews have encountered areas of soft blue clay within portions of the deep sewer trench along Winship Street. The contractor and project team are actively monitoring trench and pipe conditions and implementing additional stabilization measures where needed to maintain proper pipe alignment and long-term performance.

The project remains on schedule overall, with substantial completion anticipated in March 2027. Sewer installation work will continue through the summer months, while major pump station construction activities are expected to ramp up beginning in June throughout the remainder of the year.

The City of Bath, Wright-Pierce, and the contractor will continue working closely together to minimize disruptions and keep residents informed as construction progresses. Additional updates will be shared regularly as milestones are reached. The next planned monthly report for work completed and work upcoming will be around the first week of July.
